Under COVID-19, the Philippines opted for a blended learning approach to learning and most Filipinos favored modular distance learning and a few have opted for various forms of distance education using the internet, television or radio. However, these very means may be barriers to accessing education in rural areas particularly among IP students, due to poor internet coverage or lack of continuous electricity, or because households do not have the devices for distance learning. In addition to cultural challenges to education, the socio-economic conditions of the familities where the students come from also pose a threat to quality education.
